大学生节能减排社会实践与科技竞赛是由中华人民共和国教育部高等学校能源动力类专业教学指导委员会指导，全国大学生节能减排社会实践与科技竞赛委员会主办的大学生课外科技作品竞赛。该竞赛紧密围绕碳中和全球挑战，征集科技作品。经过十八载积累沉淀，现已发展成为起点高、精品多、覆盖面广且影响力大的国际性大学生实践创新活动。
2026年第十九届全国大学生节能减排科技竞赛港澳台与“一带一路”国际赛道由大连理工大学承办，现发布通知如下。
一、竞赛主题
节能减排、绿色低碳。
二、竞赛内容
紧扣竞赛主题，作品包括实物制作（含模型）、软件、设计等，体现新思想、新原理、新方法以及新技术。
三、竞赛规则
1.参赛对象：港澳台地区、“一带一路”“海上丝绸之路”沿线国家（见通知附录）的全日制专科生、本科生、硕士研究生和博士研究生。中外或者大陆与港澳台等联合办学（学生可以同时拿外方单位学位）的学生可以以外单位名义报名参加港澳台及国际赛道。
2.每组队员不超过7名，每个参赛队伍指导教师不超过2名，队伍中须有一名具有港澳台或“一带一路”“海上丝绸之路”国家高校学籍的学生担任队长（需提供学生证等证明文件）。组长以外的其他组员和指导老师的学籍和国籍均不做限制。
3.主赛道国赛参赛作品，不可重复参加港澳台及国际赛道。主赛道未出校参加国赛的作品可以进一步与港澳台或国际高校合作，报名参加国际赛道，但参赛队伍需符合国际赛道报名要求。
4.诚信承诺：参赛作品必须是当年完成的作品。参赛队伍必须在规定时间内完成作品，并按要求准时提交，未按时提交者视为自动放弃比赛。所有参赛作品需签署诚信承诺，一旦发现并查实学术不端问题，涉事学生永久禁赛，相关指导老师禁赛两年。
四、竞赛日程
1.作品申报：通过邮件提交。请将填写完整的①报名表（英文撰写，Excel格式）；②科技报告（英文撰写，PDF格式）；③港澳台或外国学籍证明（队长提交，PDF格式）；④诚信承诺书(签署，PDF)；⑤视频文件（可选，如提供，大小不超过20MB)，将以上文件于2026年5月13日24:00前通过电子邮件发送至邮箱：nddxskjcxsjzx@163.com。（以上文件模版见文末附件）以发送邮件的显示时间为准，邮件名格式：（节能减排国际赛道）+作品名。
特别提醒：申报材料中，参赛学生、指导教师及其排序以截止时间提交的最终版本为准，获奖证书上排序将以此为据，不得随意更改。
2.作品评审：校内专家委员会对作品进行评选，按照国家的评选模式组织校内专家对提交作品进行网评（为公平起见，组委会将去掉作品中出现的教师和学生姓名），将网评成绩进行汇总排序，经过公示后将排序结果上报大赛组委会。

To Overseas Institutions,
The College Student Competition on Energy Conservation and Emission Reduction Science and Technology is an extracurricular science and technology works for university students.It is guided by the Teaching Steering Committee of Energy and Power Engineering under the Ministry of Education of China and organized by the National Committee of the College Student Competition on Energy Conservation and Emission Reduction Social Practice and Science and Technology.The competition focuses on addressing the global challenge of carbon neutrality by soliciting scientific and technological works.After 18 years of development,it has evolved into a high-starting-point,high-quality,extensive,and influential international practical innovation activity for university students.
The 19th National Competition in 2026,featuring the Hong Kong,Macao,Taiwan&"Belt and Road"International Track,will be hosted by Dalian University of Technology.The notice is hereby released as follows.
I.Competition Theme
Energy Conservation,green energy and low carbon Energy.
II.Competition Content
Entries must closely align with the competition theme and can include physical works(including models),software,designs,etc.,embodying new ideas,principles,methods,and technologies.
III.Competition Rules
1.Participants:Full-time college students,undergraduates,master students,and doctoral students from Hong Kong,Macao,Taiwan,and countries along the"Belt and Road"and the"Maritime Silk Road"(see the Appendix of this notice).Students from Sino-foreign joint programs or programs between Mainland China and Hong Kong/Macao/Taiwan(where students are eligible for a degree from the partner foreign/international institution)may enter the International Track under the name of that partner institution.
2.Each team can have a maximum of 7 members and no more than 2 supervising instructors.The team leader must be a student enrolled at an institution in Hong Kong,Macao,Taiwan,or a"Belt and Road"/"Maritime Silk Road"country(proof of student status is required).There are no restrictions on the institutional affiliation or nationality of other team members or supervising instructors.
3.Projects that have entered the national-level judging of the Main Track(Mainland China)are not eligible for the International Track.Projects that did not advance to the national-level judging in the Main Track may collaborate with universities from Hong Kong,Macao,Taiwan,or international institutions to enter the International Track,provided the team meets all eligibility requirements for this track.
4.Academic Integrity Commitment:Entries must be completed within the current year.Teams must submit their entries before the deadline.Failure to submit on time will be considered a waiver.All entries require an integrity commitment.Any confirmed case of academic misconduct will result in a lifetime ban for the involved students and a two-year ban for the involved instructors.
IV.Competition Schedule
1.Work Submission:Submitted via email.
The following documents shall be submitted by email to nddxskjcxsjzx@163.com before 24:00 on May 13,2026:
①Completed application form(completed in English,Excel format);
②Scientific and technical report(written in English,PDF format);
③Proof of student status from Hong Kong,Macao,Taiwan,or abroad(submitted by the team leader,PDF format);
④Letter of commitment(signed,PDF);
⑤Video file(optional,if provided,size shall not exceed 20 MB).
The submission time shall be based on the timestamp of the email.The subject line of the email shall follow the format:(Energy Conservation and Emission Reduction International Track)+Title of Work.
Special Notice:In the submitted application materials,the participating students,advisors,and their order shall be based on the final version submitted by the deadline.The order shown on the award certificate will follow this submission and shall not be altered without justification.
2.Work Evaluation:Evaluation by the university-level expert committee.
The university-level expert committee will conduct the evaluation of the submitted works.Following the national evaluation model,the committee will organize an online review of the submitted works.To ensure fairness,the organizing committee will anonymize the names of students and advisors in the works.The results of the online review will be aggregated and ranked.After public announcement,the final ranking will be submitted to the competition organizing committee.
